cookie choice before any Google tag fires. Four flags are involved: ad_storage,

until consent is given. Advanced mode fires cookie-less pings that GA4 can
later model into full behaviour patterns.
How they
work together
Consent Mode runs first. Google Signals then works with
whatever consent allows. If Consent Mode blocks tracking, Signals has nothing
to enrich. That is why setup order matters.
What
changed in June 2026
Before 15 June 2026, Google Signals influenced both GA4
reports and Google Ads data. After that date, Signals only touches signed-in
user data for GA4. Consent Mode handles Google Ads data on its own. If your
team missed this update, your ads audiences are running from patchy inputs.
